Navy Mutual occasionally receives calls from Survivors stating that their SBP annuity payments have stopped and they do not understand the reason why.  Department of Defense (DoD) Financial Management Regulations require that an Annual Certificate of Eligibility be submitted to validate continued eligibility of annuitants.

These annuitants include:

  • Spouse
  • Former spouse
  • Children

Certification can be accomplished by electronic signature via MyPay for a surviving spouse.  Electronic signatures are not authorized for medical certificates concerning an incapacitated child or school intent (those children between the ages of 18 and 22 who are still enrolled in school).  Every two years, medical certification must be submitted for an incapacitated child over 18 years old, unless the disability is permanent.  Students between 18 and 22 must submit evidence of intent to continue study at a recognized educational institution.

Report of Existence (ROE) pertains to an annuitant receiving payments through foreign postal services, a mentally incompetent annuitant who receives payments through a third party and an annuitant whose payment is sent to a third party other than a financial institution.  The ROE is required on a semiannual basis and must be signed by the annuitant, custodian, or legal fiduciary; electronic signature is authorized.

If annuity payments are suspended, they can be restarted after submitting proof of eligibility or existence directly to:
